In the name of Allah, We praise Him, seek His help and ask for His  forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is no one (no idol,  no person,  no grave, no prophet,  no imam,  no dai,  nobody!) worthy of worship but Allah Alone, and we bear witness that Muhammad(saws) is His slave-servant and the seal of His Messengers.

Q-1) Please advise me whether is it ok if we use handkerchief or tissue paper to wipe out the water from our face & hands after performing wazoo?
There is no absolutely no harm if one wipes the water from his face or hands after performing the wudu,  with a towel,  handkerchief,  tissue paper, etc.   But if one leaves the water,  and lets it dry naturally,  it is preferred and better.

It is reported in an authentic narration that when the Messenger of Allah (saws) went to the heavens on the Night of Mairaaj,  he came back to Medina and later asked Hadrat Bilaal (r.a.),  that he heard his (Bilaal’s) footsteps in the seventh heavens, close to the Glorious Throne of Allah Subhanah.   The Prophet (saws) asked Hadrat Bilaal what is it that he did to receive this honor from the Lord of the Worlds.    And Hadrat Bilaal replied he is not aware of anything that he did to receive this honor,  except that whenever he did his wudu,  he would leave the water of the wudu on his body to dry naturally,  and immediately prayed two rakahs of prayer.

Q-2) Please Also advise me that once DulHijjaj moon is sight is it ok not cut hairs & nails till Eid ul Adha day if qurbani is not with our name then also if we follow this concept is it ok or not ?
The restriction and prohibition of cutting ones nails and hair is only for the pilgrims who are in the State of Ihram.   For the people who are not in the state of ihram for Hajj or the Umrah,   there is no such restriction; they may cut their nails and/or hair if they wish to do so.   The Qurbani has no bearing with the cutting of the nails and hairs.

Whatever written of Truth and benefit is only due to Allah’s Assistance and Guidance, and whatever of error is of me.  Allah Alone Knows Best and He is the Only Source of Strength.
